New York State Code Rule 56 requires building materials that are known or suspected to contain asbestos to be tested before they are disturbed. Most people come across this rule when planning a renovation. It also applies to materials damaged by water, fire, soot or mold.

What it costs
Residential asbestos sampling runs about $150 to $250 per sample, including laboratory analysis. How many samples a project needs depends on how many separate materials the work will disturb. Commercial surveys run from $500 to $2,500 and up, depending on the size of the site.

Laboratory turnaround is usually a few business days. If your contractor is holding a start date, mention it when you book so we can tell you whether that date is realistic.
Where a property has water or fire damage, the mold assessment and the asbestos sampling can normally be handled on the same visit, since the same event has triggered both requirements.

Removal is carried out by a separate licensed abatement contractor. This mirrors the separation New York State requires for mold under Article 32, and it exists for the same reason. A firm that both tests and removes has a financial interest in a positive result. Celtic takes no share of any removal work, on asbestos or on mold.

No, we do not remove asbestos. Celtic handles the sampling and the documentation, and removal is carried out by a separate licensed abatement contractor. We take no share of that work.
If the material has not been tested, it is not fine. Code Rule 56 places the obligation before the material is disturbed, so a contractor who proceeds without it is taking a risk with your property and your liability.
The number of samples your project needs depends on how many separate materials the work will disturb. A single flooring job may need one or two. A full demolition is handled as a survey. Describe the project on the phone and we will give you a realistic count and a figure.
You can normally start work once the results are back, which is usually a few business days. If your contractor is holding a start date, tell us when you book and we will tell you whether it can be met.
In most cases the mold assessment and the asbestos sampling can be done in one visit. On a property with water or fire damage that is usually the sensible approach, because the same event has triggered both requirements.
